Once a day, and twice while you are holding pack credits - the pack is what buys the second. When the pack runs out the cap drops back to one on its own. It is deliberate: somebody who allowed notifications from your card did you a favour, and the fastest way to lose them is to be the notification they swipe away twice a day.
