Can I send a message to everybody who saved my card?

To everybody who allowed notifications from your card, by pressing Enable on it, yes. Notify writes the message and sends it to those phones, and it arrives on the lock screen like any app's notification. Nobody else can be reached from here: there is no list to buy and no address to type in.
