Yes. Switch their seat to the full dashboard, then press Turn on beside their wallet pass on the seat's page: it is added to your team's plan and the rest of the period is charged at once, and their wallet opens when that payment goes through. They design and publish their own pass on their Wallet screen; until they do, their card keeps offering the company's pass. They never see a price - the charge is the team owner's. Turning it off stops it at once, with the unused days off your next bill.
